BACKGROUND:
In 2017, based on guidance from federal and state transportation agencies, the City of Naperville updated its guardrail inventory. At that time, it was determined that there are runs of guardrail that do not meet current standards for crashworthy end terminals. These obsolete end terminals are either breakaway cable terminals (BCTs) or turned-down end treatments.

In an effort to improve safety, in 2018 the City began to replace the obsolete terminals with end terminals that meet current Illinois Department of Transportation standards. In 2019, a consultant was retained to evaluate and design end terminal replacement for the remaining locations. These replacements were split into a two-year program, with the first-year contract awarded in 2020 and constructed in early 2021. The second-year contract was bid in 2021 but not awarded since only one bid, which was much higher than the engineer's estimate, was submitted.

In February 2022, the Transportation, Engineering and Development (TED) Business Group issued Bid 22-070, 2022 Guardrail Improvements Project, to re-bid the second year of the program. This contract will upgrade the remaining six runs of guardrail on Book Road and 111th Street, to meet current standards. Completion of the program will improve safety and help keep Naperville in line with federal and state recommendations regarding existing guardrail installations.
