BACKGROUND:
Unit 779 was reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the FY2022 budget. Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score of 28.0 or greater. Unit 779 scored 28.37.

DISCUSSION:
Unit 779 is a 2013 Vactor 2110 sewer cleaner mounted on an International chassis. The unit is used by the Water Utility's Wastewater Collection & Pumping Division to flush the City's sanitary sewer systems.

The unit will be replaced with a 2022 Vac-Con Titan mounted on an International HV chassis. The new unit is equipped with a three-stage vacuum to remove debris from the sanitary sewer manholes and lift stations up to 25-feet deep. This unit's power and size enable the Wastewater Collection & Pumping Division to clean large-diameter sanitary interceptor sewers, a task previously performed by contractors. It is also used for vacuum excavation and serves as a backup for a similar vehicle used by the Repair & Excavation Division.

The retired unit will be traded-in to EJ Equipment, the local Vac-Con dealership, for $150,000 as part of the purchase. Staff explored the option of selling the unit outright through the City's online auction platform GovDeals. However, past sales data on similar units proved that trading in the unit is the City's best option and will likely yield the greatest return.

The new vehicle is available on the Sourcewell Cooperative, an approved cooperative through Vac-Con Contract #101221-VAC. The local Vac-Con dealership is EJ Equipment.
