BACKGROUND:
In March 2021, the City Council approved Bid 21-040, Tree Removal and Stump Grinding, to contract with experienced and qualified forestry contractors for tree and stump removal services on the right-of-way of any street or alley and on property owned or maintained by the City. This contract supplements the work of the City’s in-house crews to meet the demand for parkway tree removals.
DISCUSSION:
During the original term of the contract, D. Ryan Tree and Landscape LLC and Steve Piper and Sons assisted with storm clean-up of downed trees and brush in the roadways following the June 2021 tornado. The vendors also assisted with the special brush collection for the area most affected by the tornado. On July 20, 2021, the City Council approved Change Order #1 to fund these emergency services.
Based on the vendors’ performance, staff recommends extending the contract for the first option year. D. Ryan Tree and Landscape LLC has agreed to maintain the rates and terms provide for under the contract. Steve Piper and Sons has requested a 5% rate increase to offset rising labor costs, particularly increases in salary and fuel expenses.
The term of the first option year is January 1, 2022 to December 31, 2022, with two, one-year options remaining on the agreement.

Tree removal, stump grinding, and restoration is expensed to the operational service and infrastructure accounts listed below. A total of $52,500 is budgeted for contract tree removal in 2022. Tree Removal of ash trees is expensed to the Capital Improvement Program as part of PA040, Emerald Ash Borer Removal and Replacement Program, line below. The 2022 budget for PA040 is $175,000 and includes tree removal and replacement. Staff estimates $100,000 will be used for tree removal. The total award of $152,500 is within the budgeted amount for this expense.
