BACKGROUND:
There are currently three existing meters to measure flow from the influent pump station to the north and south plants at Springbrook. Measurement of flow is required as part of the City's National Pollutant Discharge Elimination System (NPDES) permit compliance. The existing flow meters are approximately 22 years old and have reached the end of their useful life.

In October 2021, the Water Utilities issued Bid 21-223, Springbrook Water Reclamation Center Flow Meter Replacement. The contractor will replace the three existing influent flow meters at the Springbrook Water Reclamation Center. The contractor will furnish all materials, equipment, tools and labor to properly complete work. An additive alternate was also included to rotate the existing plug valves in the flow meter vaults so they can be modified for operation with a key.

The current bidding climate, as well as continuing supply chain and labor availability issues related to COVID-19, makes estimating project costs difficult resulting in the engineer's estimate being lower than the bids received. Staff evaluated base bids and alternate bids and elected to proceed with the base bid only at this time.
