BACKGROUND:

The Naperville Riverwalk Commission (“Commission”) engages an individual and/or professional firm capable of providing it with professional planning, architectural, engineering and construction management services.

 

The City Council awarded Contract 17-084 to Engineering Resource Associates, Inc. (ERA) on May 16, 2017 for a 43-month term from June 6, 2017 to December 31, 2020; with two, one-year options to extend.  On October 20, 2020 the City Council awarded Option Year One for an amount not to exceed $167,500 for the purpose of providing ongoing engineering/design support to the Commission.

 

During the original term of the agreement, ERA provided assessment, analysis and prepared plans for the rehabilitation of the Moser Tower and Eagle Street walkway. ERA also assisted the Commission on the Riverwalk 2031 Master Plan.  During the first one-year extension ERA continued support to the Commission along with resident engineering services for the construction work on the Moser Tower and Eagle Street walkway.

 

Based on the vendor’s performance, the Transportation, Engineering, and Development (TED) Business Group recommends extending the contract for the second one-year option.  ERA has agreed to maintain their rates and terms provided under the original contract.

 

DISCUSSION:

If outside funding becomes available, the Riverwalk Commission proposes to have design and permitting work performed on several projects during the second one-year option.  In addition to supporting the Commission, ERA would also provide design services ranging from preliminary to final for the Eagle Street Gateway, the South Extension, the re-roofing of the Moser covered bridge and the Grand Pavilion, and the Grand Pavilion parking lot.  The Commission believes that the investment in the design and permitting of these 2022 budget year projects will position the City well for outside funding in future years.  The total cost of projects and services is estimated at $332,500.

 

Staff also requests that an additional $30,000 be included with the award request for Option Year Two. This is to address the construction engineering services for the Moser Tower rehabilitation.  Because of this carry over, which was included in the 2021 budget, the total amount of the award is $362,500.

Riverwalk Consultant is expensed to the Architect & Engineer and Infrastructure accounts listed below.  The amounts requested below represent the proposed 2022 budget, as the contract will take place during 2022.  It is anticipated there will be enough funds to accommodate this request.
