BACKGROUND:

On May 4, 2021, the Council awarded Contract 21-008 to Dahme Mechanical Industries to improve the PAS 15B valve vault at South Waterworks. The PAS 15B valve vault is responsible for distributing Lake Michigan water from the DuPage Water Commission into the City’s system. Also included in this award is installation of two new variable frequency drives for Pumps 1 and 3 at Northwest Waterworks. The current substantial completion date is October 31, 2021.

 

DISCUSSION:

Due to unforeseen impacts to the supply chain caused by COVID-19, shipment of equipment has been significantly delayed, including a 24-inch check valve that was ordered April 12, 2021. Delivery is not expected until early 2022.

 

A change order is requested to extend the contract completion date by 273 days to allow the contractor to complete the work. If approved, the revised completion date will be July 31, 2022. The City will continue working with vender to expedite the shipping date. No additional funds are required to complete the outstanding work.

 

FISCAL IMPACT:

CIP: WU007

 

Repairs and rehabilitations for waterworks sites are expensed to the infrastructure account listed below, as part of the capital improvement program. A total of $725,000 is budgeted for WU007 in 2021. The requested change order will require not additional funds.

Per Council directive, contingency on construction projects is set at 3% on projects over $500,000 and 5% on projects under $500,000.
