BACKGROUND:
The Naperville Electric Utility (Utility) currently has several thousand fault indicators installed in transformers throughout the City. These indicators are used by field personnel to identify the location of faulted cable during an outage event in order to reduce the amount of time the customers are without power. The Utility has standardized on a fault indicator manufactured by Schweitzer Engineering Laboratory (SEL), and has over the last 20 years, installed approximately 3,350 in the field on new and existing transformers.
DISCUSSION:
The Utility has continued to install SEL fault indicators on new SEL transformers as they are put into the field. Recently, a program to replace non-functioning or obsolete indicators on existing equipment has driven a need to purchase additional fault indicators for the Utility warehouse to distribute to the field crews.
This current request is an estimate to supply the crews for the next 12 months and to maintain an adequate stock in the warehouse.
The Utility has identified this purchase as a sole source because SEL is the sole designer and manufacturer of these products and A Star Electric is the only authorized manufacturer’s representative in the State of Illinois.

Transformer Fault Indicator Project is expensed to the Operating Supplies account listed below. A total of $3,500,000 was budgeted for Warehouse Supplies in 2021. Electric Warehouse supplies exceed its budgeted amount for 2021, however, we do expect many of the expenses to be offset by revenue from developers as many of the supplies are being used for reimbursable projects. In addition, there is underspend in Capital Outlay expenses in the Electric Fund to help offset the overspend. Lastly, the majority of this contract occurs in 2022 and will be budgeted accordingly.
