BACKGROUND:

An implementation action to develop a strategy to leverage publicly-owned land to address housing challenges was included in the Housing Needs Assessment/Housing Needs Report. In 2020 the action was approved by the Human Rights and Fair Housing Commission (HRFHC) and endorsed by the City Council. 

 

On August 20, 2021, the City Council directed staff from the Transportation, Engineering, and Development (TED) Business Group to prepare a Request for Proposals (RFP) for the City-owned property near 103rd and IL Route 59 to develop affordable senior and IDD housing. The draft RFP document will be on the September 21, 2021 City Council agenda.

 

DISCUSSION:

Upon Council approval of the document, TED staff is inviting interested HRFHC members to participate in the RFP process. Specific phases and assignments are listed below:

 

1)                     In the initial phase, a Commission representative will participate on a group to review, score, and select the best development team proposals among all responses received.

2)                     In the second phase, Commission members will facilitate a community meeting to allow each development team to present their proposal as well as receive questions and feedback from the community and the Commission.

 

Staff also suggests that the HRFHC consider two additional actions in preparation for the September 21, 2021 City Council meeting:

 

1)                     Vote on a motion to endorse participating in the RFP process.

2)                     Attending the September 21, 2021 City Council meeting to offer comments on the agenda item.
