BACKGROUND:

The Building Review Board has nine (9) members with five (5) professional roles specifically defined in the areas of: architecture, plumbing, electrical construction and construction contracting, with an additional four (4) members serving at-large.  The specificity required by the professional roles has contributed to lengthy delays in filling vacancies on the Building Review Board.  Qualified candidates for the at-large positions are often available, however, they cannot be appointed if they do not meet the specific requirements of the professional roles.

 

DISCUSSION:

The change is predicated on the importance of filling vacancies on the Building Review Board in a timely manner and ensuring the effectiveness of the Board in fulfilling their powers and duties.  If applications are not received for a vacant professional position, other applicants will be able to be considered, interviewed and appointed based on their qualifications.  This revision will also enable a greater diversity of candidates to apply for and serve on the Building Review Board. 

 

Specifically, the proposed text amendment states that if there are Board vacancies and available membership applicants do not fulfill the provided qualifications, the Mayor may appoint members based on his or her judgment.
