BACKGROUND:
This agenda item introduces components to be included in Naperville's Strategic Plan. They are informed by consultant research, discussions with the City Council and staff to date, and results of the NapervilleNext Community Survey that closed on June 30, 2021.

These components come together to create the attached framework document that proposes themes, suggests direction, and describes next steps in the planning process.

The City Council will have the opportunity to further refine the framework and direct the structure of the Strategic Plan at its second and final workshop on August 9, 2021.

DISCUSSION:
The following four components will be used by Shockey Consulting to guide the discussion on August 9.

Component 1: Community Vision
A community vision describes the future in aspirational terms, traditionally covers a ten-year timeframe, and cannot be realized solely by municipal government.

During the August 9 workshop, Shockey Consulting will work with councilmembers to solidify themes and draft a vision statement.

Component 2: Mission Statement
A mission statement is a statement of an organization's purpose.

In 2019, the City of Naperville updated and adopted its mission statement. No further action is required.

Component 3: Core Values
Core values are enduring, passionate, and distinctive beliefs. Naperville has an existing set of core values (People, Trust, Respect, Pride) that will be included in the Strategic Plan.
