BACKGROUND:
The North Aurora Road Underpass at the Wisconsin Central/CN Railroad Improvement project (CIP# BR005) requires complex design engineering which incorporates many different agencies, including Wisconsin Central, Limited. The scope of the project includes constructing a new bridge structure that will accommodate the following:
1. two through-traffic lanes in each direction
2. left turn lanes into adjacent properties
3. sidewalk and bicycle facilities
4. streetlighting
5. correction of existing flooding issues
DISCUSSION:
Engineering design of the project is ongoing. Due to the complexity of the new bridge structure, Wisconsin Central, Limited requires review of the portion of engineering plans pertaining to the proposed design to confirm the design meets all applicable company and industry standards. In order for these reviews to occur, Wisconsin Central, Limited requires the City to enter into a reimbursement agreement for the costs associated with performing the engineering design review.
The estimated cost for Wisconsin Central, Limited to perform the engineering design review is $25,000. Once the review is complete, Wisconsin Central, Limited will provide reviews, approvals, and/or exceptions/comments to be incorporated into the final engineering design.
Staff supports entering into a reimbursement agreement with Wisconsin Central, Limited to perform the required engineering design reviews.
