BACKGROUND:
Sponsored by Indian Community Outreach, the 7th Annual India Day Parade and Celebration will be held Sunday, August 8, 2021 at Rotary Hill.
DISCUSSION:
As with all events, the priority of the Special Event Team is to minimize impact on residents, businesses, churches, and traffic flow in the area. The organizers partnered with the City, the Naperville Park District, and the Downtown Naperville Alliance (DNA) to develop the parade route and celebration logistics.
Specifically, the celebration at Rotary Hill will begin at 11:00 a.m. and feature concert entertainment, food vendors, and exhibitors. This is a free event and organizers are estimating 10,000 visitors throughout the day.
The parade will kick off at 4:00 p.m. from Naperville North High School and proceed south on Mill Street. As shown on the attached Traffic Control Plan, to minimize disruption to the Downtown as well as Centennial Beach at this time of day, the floats will exit the route west on Jefferson Avenue and all other entries will end on Jackson Avenue. No fireworks are planned, instead, a concert will begin at 7:30 p.m. to conclude the event.
Alcoholic Beverage Tickets: No alcoholic beverages will be served this year.
Accessibility Plan: The City’s accessibility plan has been discussed with the organizers and ADA viewing areas will be available on the parade route and in front of the main stage at Rotary Hill.
Parking and Traffic: An ordinance is required to close streets and tow vehicles parked on the parade route. The parade route and streets affected by the route will be designated No Parking/Tow Away from noon until 6:00 p.m. The parade route streets will be closed at 3:00 p.m. until approximately 6:00 p.m.
The streets of the parade route and residential streets will re-open to vehicular traffic and parking restriction signs will be removed as soon as the Naperville Police Department determines it appropriate based on public safety. Staff will post informational signs one week prior to the event and traffic control information will be available on the City’s website.
Resident and Business Notification: City staff has provided the organizers with a mailing list of all residents and business directly on the route and in the immediate
vicinity of the event. As with all events, the organizer is responsible for sending notification approximately two weeks prior to the event.
Fireworks: There will not be a fireworks component for the 2021 event.
FISCAL IMPACT:
Indian Community Outreach received $36,851 in SECA Grant Funds to cover the cost of City services required for the event. Any City service costs in excess of the grant award will be billed to the organizers.
