BACKGROUND:
The Affordable Housing Work Plan was approved by City Council on January 5, 2021. The Plan prioritized three recommendations included in the Housing Needs Assessment/Affordable Housing Plan: 1) study on an Inclusionary Zoning Ordinance (IZO), 2) Naturally Occurring Affordable Housing (NOAH) Preservation Plan, and 3) Single-Family Rehabilitation Program.
In July 2020, the Commission ranked and prioritized several other recommendations included in the Analysis of Impediments to Fair Housing Choice (AI) report. Two-person committees were established to assist staff in implementation of these recommendations.
DISCUSSION:
The following status reports will be given on the actions that have taken place on the Affordable Housing Work Plan items since the May meeting:
• Inclusionary Zoning Ordinance (IZO)
o June 21 City Council Workshop
• NOAH Preservation Plan
o June 7 Meeting/Discussion with Illinois Housing Development Authority (IHDA), DuPage Housing Authority and Community Investment Corporation
• Single-Family Rehabilitation Program
o RFP Development
Discussions regarding next steps for AI implementation were paused in 2020 to allow for the transition from the Housing Advisory Commission to the Human Rights and Fair Housing Commission, new member appointments, and the hiring of the DEI Manager.
