BACKGROUND:

The City employs electronic programmable building access controls at many of its facilities to secure entrances, fences, offices and overhead garage doors. The system is currently managed in-house by Department of Public Works-Public Building Operations (DPW-PBO) and Water Utilities staff, but now requires an authorized contractor to provide added security for new installations of the existing access control system.

 

In February 2020, the City Council awarded the Job Order Contracting (JOC) services to Robe, Inc. JOC is an approved alternative procurement method to the more traditional bid process typically used in the procurement of government construction projects. In the JOC procurement method, the City and contractor work together to develop an overall scope of services. Project cost is determined by applying each item within the scope of services to a predetermined book price. The project is bid and negotiated through the City’s JOC program.

 

DISCUSSION:

In November 2019, Tetra Tech, Inc. conducted a vulnerability assessment of Water Service Center (WSC), 1200 West Ogden Avenue, as part of a larger assessment of key critical infrastructure in Naperville and Aurora. In January 2021, staff further evaluated the physical security of WSC and privacy concerns with neighboring residential properties at 1083 and 1087 5th Avenue.

 

The Ogden Avenue site houses the Water Utilities SCADA control center, collections and pumping lift station, utility vehicles, emergency repair and pumping equipment, and administrative offices. Additionally, muster locations for Water Utilities field personnel, training facilities for Naperville Fire Department, and an alternate muster location for the Naperville Police Department are at this location. Upgrades are needed to secure the site from casual pedestrians and cyclists as well as individuals or groups that may have malicious intentions.

 

Robe, Inc. developed a security plan to upgrade the gate system at both site entrances and replace the City-owned 14-foot-tall fencing adjacent to the neighboring residential property. Robe, Inc. coordinated with Pace Systems, Inc. (Pace) to determine what type of gate security system is appropriate for the City’s needs. The automated system recommended by Pace allows staff members the ability to see, talk, and operate the gates for deliveries and visitors. The proposed new system will allow operations to function more securely and without the addition of staff to control the gates. The IT Department was consulted and confirmed this will not cause any network security risks.

CIP: WW034

 

Security upgrades were budgeted as part of the annual capital improvement program under WW034 - Sanitary Sewer Lift Station Rehabilitation Program. In 2021, a total of $880,000 is budgeted for WW034 in a Water Utilities infrastructure account. This project will be expensed to the building improvements account listed below, which more accurately represents the use. Funds from the infrastructure account will cover this expense.
