BACKGROUND:
The Department of Public Works (DPW) is responsible for the design, landscape bed preparation, and planting of annual flowers for the Central Business District (CBD), Naperville Metra Train Station, and Municipal Center. The following is included in this contract:

1. Planting beds (CBD) - 56
2. 32" round planters (CBD) - 33
3. Miscellaneous planters (CBD) - 15
4. Hanging baskets (Washington Street underpass) - 24
5. Large round planter (Metra) - 5
6. Rectangle planters (Metra) - 2
7. Planting locations (Municipal Center) - 4

Contract 19-258 was approved by the City Council on February 11, 2020 for a two-year term with four, two-year options to extend.

DISCUSSION:
On May 28, 2020, the mayor issued an Executive Order permitting restaurants to install temporary outdoor seating areas to address indoor dining restrictions due to the COVID-19 pandemic. Each restaurant constructed its own seating area and the City assisted by providing snow fence and water-filled barriers.

Earlier this year, representatives from the Downtown Naperville Alliance (DNA), Naperville Development Partnership (NDP), and the City partnered to develop options to expand outdoor dining in the downtown area for 2021. The goal was to have attractive, uniform, safe set-ups that could be installed in the spring.

After reviewing many options, staff developed an outdoor dining seating area that for the downtown that includes crowd control fencing (painted black), brick pillars, planter boxes, and overhead string lighting. These 15 outdoor dining cafes have been placed and are located in on-street parking spaces.
