BACKGROUND:
Julian Street is classified as a collector street and is commonly used by motorists to navigate the East Highlands neighborhood. Julian Street between Gartner and Prairie has a rural cross-section and does not meet City standards. In 2008, the City planned to perform roadway reconstruction throughout the East Highlands neighborhood, however, due to budget constraints, the work was scheduled in phases. Julian Street is the next phase of this neighborhood rebuild, with Hillside and Parkside following in future phases.
Julian Street between Gartner and Prairie is currently being drained using ditches and driveway culverts, and large gaps in street lighting and sidewalks exist. The planned reconstruction will significantly improve drainage by adding additional storm sewer, installation of a box culvert, and installation of curbs and gutters. Additionally, this work will improve pedestrian connectivity by adding a sidewalk, as well as street lighting.
The project also includes the extension of water and sanitary sewer to portions of Julian between Gartner and Woodlawn. The adjacent property developers made contributions to the Water Utility at the time of annexation and those funds will be used to pay for the utility extensions costing approximately $385,000.
At the north end of the project, Julian Street between Prairie and Porter Avenue has a deep depressional area just north of Prairie Avenue. Due to the topography, runoff from the surrounding upstream area causes localized flooding. The frequent, deep flooding, necessitates roadway closures after heavy rain events. To address this issue, a 36-inch storm sewer will be installed along Julian Street between Prairie and Porter Avenue. Due to the depth of the sewer, the entire roadway will be rebuilt in this block.

Julian Street Improvements are expensed to the Infrastructure account listed below. This work is related to SC216, East Highland Area Improvements, of which $3,400,000 has been budgeted for in 2021, as well as SW038, Julian Street Drainage Improvements, for which $375,000 was budgeted for in 2021. The requested award is within the budgeted amount for this expense.
