BACKGROUND:

The Water Utilities 2021 capital project plan includes the rehabilitation of approximately 200 manholes, 14,405 linear feet of mainline sewers, and 168 sewer service laterals. The primary focus of these projects is to reduce infiltration and inflow, which is leakage of groundwater and surface water into the system. The sanitary sewer manhole upper structure program is part of the Water Utilities required Capacity, Management. Operation and Maintenance (CMOM) plan and IEPA required ten-year Infiltration and Inflow Reduction Program under Naperville’s NPDES permit IL0034061.

 

In 2017 and 2018, the Water Utilities conducted sanitary sewer smoke testing projects which identified numerous manholes with upper structure leaks that must be repaired. The proposed rehabilitation system is a cured-in-place liner, which is similar to pipeline linings installed over the past three decades throughout the sewer system. The finished product adheres to the original manhole wall, forming a seamless liner and sealing leaks. The liner is also a fully structural rehabilitation, which can withstand the stresses of winter freeze-thaw cycles and impacts from vehicles which degrades the structure and creates openings. Rainwater entering the sewer system takes up system capacity, which contributes to sewer overflows and basement backups.  The first phase of repairs was performed in 2019, with work continuing annually until all defects have been addressed. 

 

The Water Utilities issued Bid 21-018 seeking contractors to rehabilitate 200 existing sanitary sewer manholes using cured-in-place lining products. Specifically, the contractor will rehabilitate the upper structure or ‘chimney’ section of manholes.

The vendor provided an original bid amount of $279,150. Staff negotiated a 4.7% decrease in costs for a total bid amount of $266,150.

 

One week prior to the bid opening, procurement staff contacted the planholders to remind them of the bidding due date. Three planholders did not submit a bid. Michel’s Corporation and Visu-Sewer Clean & Seal advised contract specifications limited the structure lining to an LMK licensed product that the firms do not perform. Red Horse Inc. was not able to provide an estimate.

 

The engineer’s estimate is based on average material cost and in-house labor hours using hourly labor rates typical of contracted work. Performance Pipelining Inc. performed similar projects for the City and their work was satisfactory.

 

The completion date for the contract is November 30, 2021.

Sanitary sewer rehabilitation is expensed to the infrastructure account listed below as part of the capital improvement program. A total of $5,930,000 is budgeted for lining and rehabilitation activities as part of WW006 in 2021. The requested award is within budget.
