BACKGROUND:

The Electric Utility (Utility) has standardized on S&C brand distribution automation switchgear at various points on the electric system. Distributed Automation (DA) provides automatic 12kV feeder reconfiguration after a power line disturbance has occurred by isolating a faulted section of the feeder and allowing the remaining customers to be restored. In 2020, over 9,000 minutes of customer outage time was avoided using this technology. Automatic reconfiguration reduces outage duration and minimizes the number of affected customers during a power failure.

 

As part of its capital budget, the Utility will expand its Distributed Automation System to accommodate existing customers on Warrenville Road. This equipment will automate five feeders and remove equipment in the field that is no longer supported by the Utility.

 

In March 2021, the Electric Utility issued Bid 21-133, Distributed Automation Switches - Warrenville Road, to contract with a vendor to provide and deliver five S&C   Distributed Automation Remote Supervisory PME-9, 14.4Kv, 600A switchgear and one S&C Distributed Remote Supervisory PME-11, 14,4Kv, 600A Switchgear delivered to the Utility.

Plan holders that did not submit a response stated that they were unable to provide the specified S&C Equipment. The completion date is when the switches are successfully delivered to the Electric Utility Service Center, which the vendor estimates to be 24 to 26 weeks.

Distributed Automation Switches are expensed to the Operating Supplies account listed below.  A total of $3,500,000 was budgeted for Electric Warehouse supplies in 2021.  The requested award is within the budgeted amount for this expense.
