BACKGROUND:

The Transportation, Engineering and Development (TED) Business Group issued Bid 21-004 seeking contractors to perform annual street patching throughout the City. The project involves replacing isolated sections of deteriorated pavement with hot-mix asphalt to varying depths, depending upon severity. The strategy is used on streets in relatively good condition but exhibiting isolated defects. Additionally, this project will install permanent patches to take care of potholes that developed over the winter months. This maintenance program prolongs the life of streets, ultimately saving money.

The engineers estimate is based on the contract unit prices from the 2019 and 2020 patching programs, adjusted 5% to account for inflation. The low bid is within 14.4% of the engineer’s estimate and significantly less than the other bids received. The low bidder has performed the Patching Program in past years without issues.

 

The completion date of this project is October 1, 2021. 

 

 

FISCAL IMPACT:

CIP #: MP009 - Street Maintenance Improvement Program (MIP)

 

The 2021 Patching Program is expensed to the Infrastructure account listed below.  The Patching program is a part of the overall MIP, for which $12,000,000 was budgeted for in 2021.  The requested award is within the budgeted amount for this expense.
