BACKGROUND:
The Water Utilities water supply and water distribution systems use approximately 60 Cla-Val manufactured control valves within the City's entire water system. The valves are located at each of the City's water supply sites and within City's water distribution system. The valves are used for system control, surge suppression, pressure control, booster pump controls and pressure relief for the water supply and distribution systems. Some of these valves were installed in the late 1980s and early 1990s.

In 2018, the Water Utilities staff inspected all 60 Cla-Val manufactured control valves located citywide and it was determined the existing valves need repair, upgrade and SCADA integration. When the valves do not operate correctly, this may cause water main breaks, water system pressure loss and/or tank overflows.

DISCUSSION:
This purchase has been identified as a Sole Source because Dorner Company is the exclusive regional supplier of Cla-Val valves. To confirm that Dorner is the exclusive authorized seller of Cla-Val valves, the City issued an Intent to Sole Source. The notice was advertised on the City's online bidding service and the newspaper in order to allow potential alternate suppliers an opportunity to notify the City if they could supply Cla-Val manufactured control valves, as needed, per the City's 2018 inspection. The City did not receive any responses to the intent to sole source.

It is also important to note that Cal-Val products cannot be modified by other manufactured parts. If other manufactured parts are used, the risk of valve malfunction is likely, which could cause pressure issues within the water distribution system.
