BOARD/COMMISSION REVIEW:
The SECA Commission met in November/December 2020 and January 2021 to discuss the Calendar Year 2021 (CY21) applications, hear from applicants, and reach consensus on award allocations.

In recent award cycles, the underspend from the previous full grant year, as well as a 2% escalator, or CPI, whichever is less, has been added to the discretionary award total. However, due to COVID-19 and the related budget concerns, the decision was made to not add the underspend or escalator to the CY21 SECA Grant Fund allocations.

The entire CY21 SECA Grant Fund allocation (City Obligations and Discretionary) was capped at $1.9M.

BACKGROUND:
Each year, $1.9M from the City's Food and Beverage tax revenue is allocated to the SECA Grant Fund Program. Much of that allocation is dedicated to commitments that must be funded in accordance with an ordinance, resolution, Intergovernmental Agreement, or in support of fund administration. These are non-discretionary and categorized as City Obligations.

At its September 1, 2020 meeting (File 20-887), the City Council approved $1,020,991 for the following CY21 City Obligations:
