BACKGROUND:
The vehicles listed in the chart below were reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the 2021 budget. Vehicles are scored for replacement based on the following four criteria:
1. age
2. usage
3. condition, and
4. repair costs
Recommending a vehicle for replacement requires a score of 23 or greater. These vehicles exceed the minimum score as shown in the table below:

DISCUSSION:
Unit 131 is a 2015 Ford Explorer shared by the patrol sergeants and used daily to perform general patrol duties and respond to emergency and non-emergency calls.
Units 153, 171, 175, 177, and 185 are assigned to the Patrol Division and shared by patrol officers and traffic officers. Each vehicle is used daily for emergency call response and traffic patrol.
All units will be replaced with 2021 Ford Utility Police Interceptor Hybrids specified identically to maintain fleet conformity and operational flexibility and will be used in the same capacity as the current units.
With the exception of Unit 153, the retired vehicles will be sold through one of the City’s auction companies. Unit 153 was in an accident in November, was deemed structurally unsafe, and will be sold through the auction company for parts only.
The new vehicles are available on the Suburban Purchasing Cooperative, an approved cooperative through Curie Motors Commercial Center, Contract #152.
Using the City’s specifications, Currie Motors Commercial Center has quoted 2021 Ford Utility Interceptor Hybrids in the amount of $38,600 each, for a total of $231,600 for the six vehicles.
Ford is taking orders on these units through April. The date is tentative and may end earlier based on availability. Production is scheduled to begin in September for delivery by the end of 2021.

Police vehicles are expensed to the Vehicles and Equipment account listed below. A total of $297,600 was budgeted for the 6 replacement vehicles. The requested award of $231,600 is within the budgeted amount for this expense.
