BACKGROUND:

Dan Huffman, Children’s Pastor of The Compass Church, submitted a request (attached) for approval to utilize a four-beam searchlight during the live Drive-Thru Nativity Scene which will be held at the church on December 18 (from 5 p.m. to 8 p.m.) and December 19 (from 6 p.m. to 9 p.m.). 

 

Per Section 6-16-3 (Prohibited Signs) of the Naperville Municipal Code, any signs or attention getting devices that rotate, revolve, or have any visible moving parts designed for the purposes of attracting attention, including but not limited to searchlights, are prohibited.

 

DISCUSSION:

Section 6-2-11 (Temporary Buildings, Structures, and Uses of Land) of the Naperville Municipal Code permits the City Council to authorize a temporary use for a parcel of land which does not conform to the Zoning Regulations provided that such use will not have an adverse impact on surrounding properties or public health, safety, and general welfare. 

 

City staff has reviewed the request and does not have any immediate concerns given the very limited nature/timeframe proposed.
