BACKGROUND:

The sanitary sewer service lateral lining and Vac-A-Tee programs are major components of the Water Utilities infiltration and inflow reduction program. The sanitary sewer service lateral lining is also part of the City’s IEPA required CMOM and Ten-year Infiltration and Inflow Reduction programs.

 

In March 2020, the City Council awarded Bid 20-032, Sanitary Sewer Service Lateral Lining and Vac-A-Tee, to Performance Pipelining, Inc. (PPI) for a ten-month term, from the date of award through December 31, 2020, with two one-year optional renewals. Quantities completed in the first year to date include:

 

                     Rehabilitation of 132 sanitary service laterals in the downtown and North Central College areas; and

                     Installation of 174 Vac-A-Tees for the lateral rehabilitation program in the downtown and college areas and the lateral grouting program in the Cress Creek area.

 

DISCUSSION:

PPI performed well during the original term of the contract. During the current term PPI installed completed work without issues and provided outstanding customer service to all residents involved in this project. For the first option year, PPI anticipates installing approximately 237 Vac-A-Tees and 100 lateral liners.

 

PPI agreed to renew the contract with no increases in cost. The renewal term is from January 1, 2021 through December 31, 2021, with one option year remaining to extend the contract.

 

FISCAL IMPACT:

CIP: WW006

 

Lateral lining is expensed to the infrastructure account listed below, as part of the capital improvement program. A total of $5,930,000 is tentatively budgeted for WW006 in 2021, pending Council approval later this year.
