BOARD/COMMISSION REVIEW:
On November 5, 2020 the Transportation Advisory Board (TAB) recommended approval to establish one-way and two-way stop controls for streets throughout Naperville. Approved (8-0).
BACKGROUND:
In October, staff presented TAB with a recommendation to establish the speed limits of several streets throughout Naperville. Following the positive recommendation from TAB, on October 20, 2020 the City Council passed the ordinance to establish 25 MPH speed limits on various streets. This item is a follow-up to establish the right-of-way controls on these streets.
DISCUSSION:
The City applies various established federal, state, or local procedures in consideration of implementing stop controls depending on the street classification, type of stop control (all-way vs one/two way), or other considerations such as a school walk route. For a new subdivision, basic one-way and two-way stop controls are applied based on the authority of a municipality to designate stop control along a through street as allowed by Illinois Vehicle Code section 625 ILCS 5/11-302.
All the streets listed are classified as Local/Residential streets. Using the preliminary classifications along with other considerations including school walk routes, staff recommends establishment of one-way and two-way stop control at the following intersections:
1. One-Way Stop of Arrowwood Road for 248th Street
2. One-Way Stop of Birchgrove Drive for 111th Street
3. One-Way Stop of Caliente Circle (North) for 248th Avenue
4. One-Way Stop of Caliente Circle (South) for 248th Avenue
5. One-Way Stop of Castle Lawn Court for 75th Street
6. One-Way Stop of Catherine Avenue for Charles Avenue
7. One-Way Stop of Centennial Court for Jackson Avenue
8. One-Way Stop of Coletta Circle (West) for Plank Road
9. One-Way Stop of Coletta Circle (East) for Plank Road
10. One-Way Stop of Compass Court for Hobson Road
11. One-Way Stop of Cotswold Drive for Chicago Avenue

Staff will also evaluate all-way stop conditions per Naperville’s standard evaluation procedures as the subdivisions mature.
FISCAL IMPACT:
Stop signs will be place at all of the locations with an estimated total cost of $2,500.00.
