BACKGROUND:

The Water Utilities provides approximately 44,308 residential water meters within the City’s jurisdiction. The water meters are replaced after 16 years of service due to age and the expired warranty period. In August 2018, Council approved the award of Bid 18-177 to Core & Main LP for a two-year term from date of award through December 31, 2020. The contract includes three, one-year options to extend.

DISCUSSION:

Core & Main LP performed well during the original award term, providing the Water Utilities with 13,440 0.75-inch and 1-inch water meters and eight meter reading probes during the original two-year term. Also, Core & Main LP provided outstanding technical support. All meter warranty issues were quickly resolved with the customer who received the replacement. Additionally, all new meter installations will function directly with AMI to provide accurate usage readings.

Core & Main LP agreed to extend the contract with no increased costs for services. The term of the first option year is January 1, 2021 through December 31, 2021 with two, one-year options to extend remaining in the contract.

FISCAL IMPACT:

CIP: WU019, WU020

Water meter replacements are expensed to the infrastructure account listed below as part of the Capital Improvement Program. A total of $1,700,000 is proposed for replacement water meters under WU020 in 2021, pending Council approval. An additional $50,000 is budgeted for additional meters for new developments under WU019.
