BACKGROUND:

The City Council awarded Contract 18-032 to Christopher B. Burke Engineering, Ltd., Engineering Resource Associates, V3 Companies Ltd., and WBK Engineering Ltd. on August 21, 2018 for a two-year term from August 21, 2018 to August 20, 2020, with three, one-year options.

 

The purpose of this contract is to have a qualified consultant perform stormwater management and special management area consulting engineering services. Stormwater management and the City’s storm sewer system are key components in addressing flooding and protection of property. As the City’s system continues to age and be modified, an analysis of problem areas is needed. For example, the City has seen an increase in the frequency of certain neighborhoods being inundated by short term, high-intensity duration rainfall events. While the top priority will always remain keeping stormwater out of homes, modifications to the system can be made to reduce the depth, duration and frequency of stormwater in streets and yards.

 

Staff also uses the consultants for preparing and submitting complex documents to FEMA and the Army Corps of Engineers, such as flood map letters of revision and their experience in using new technologies to leverage the most out of the City’s stormwater management system.

 

DISCUSSION:

During the original term of the contract, Engineering Resource Associates (ERA) was hired to perform a drainage study for the Foxcroft Road and Killdeer Drive neighborhood. Several residents have complained that they were paying flood insurance even though their homes have never flooded. Based on ERA’s study, they were able to revise the FEMA floodplain map and remove several homes from being in a floodplain, thus eliminating several homeowners from paying flood insurance. Christopher B. Burke Engineering, Ltd. was hired to do a drainage study of the Prairie Park Watershed (neighborhood around Prairie Avenue, Charles, and Julian Street). The study showed that installing a 36-inch storm sewer along Julian Street would reduce the flooding depths in the Julian sag thus improving the drainage condition in the area. Subsequently, this study resulted in the City hiring WBK Engineering Ltd. to prepare final engineering plans for Julian Street per Christopher B. Burke’s original study and recommendations. The final engineering plans are currently being prepared with construction scheduled for CY2021.

Based upon the vendors’ performances, the Transportation, Engineering and Development Business Group would like to extend the Contract for the first option year.  All four consultants have agreed to maintain the rates and terms provided for under the original Contract.

 

The term of the first option year is from August 21, 2020 to August 20, 2021, with two, one-year options remaining on the agreement.

The City anticipates using the below listed accounts to fund various work needed regarding engineering services for storm water management and special management area projects.  The budget amounts reflect the proposed amounts for 2021 as the majority of the contract will take place during that year.  Any fiscal impact sections of future recommendations for specific projects will be completed accordingly during the term of this contract.
