BACKGROUND:
The purpose of this contract is to perform soils and materials testing in connection with public infrastructure improvements, State Motor Fuel Tax (MFT) funded projects, and new development projects. These services are needed by Transportation, Engineering and Development Business Group (TED), Department of Public Works (DPW) and the Water Utilities (DPU-W) to perform quality assurance testing for hot-mix asphalt, concrete and other materials used for City's construction contracts.

The City Council awarded Contract 16-353 to Midland Standard Engineering on January 17, 2017 to perform soils and materials testing for a period of two years ending December 31, 2018, with consideration for three one-year options to renew. The first option year was approved by the City Council on November 7, 2018 and the second option year was approved by the City Council on November 5, 2019.

DISCUSSION:
During the original term, and two extensions of the contract, Midland Standard Testing has continued to provide good services.

Based upon the vendor's performance, TED, DPW and DPU-W are recommending extending the contract for the third option year. Midland has agreed to renew the contract for the third option year. The contract allows for a maximum percentage increase of 1.05% in the option year. Midland is proposing 1.05% percent rate increase with this renewal.

The term of the third option year extension is January 1, 2021 to December 31, 2021, with no option years remaining.
