BACKGROUND:
The City of Naperville maintains 740 feet of Green Trails Drive east of Naper Boulevard. The Village of Lisle has jurisdiction of Green Trails Drive east of the Naperville boundary.

The Village of Lisle has secured Federal Surface Transportation Program (STP) funding to resurface the pavement on Green Trails Drive from Naper Boulevard to College Road. The STP funds will cover 50% of the related construction costs.

DISCUSSION:
The City of Naperville portion of Green Trails Drive was last resurfaced in 2004. The pavement condition has deteriorated to the point that maintenance work is needed.

The Village of Lisle offered to include the City of Naperville portion of Green Trails Drive within the scope of its resurfacing project. By partnering with Lisle, the City will benefit through the 50% reduction in the local share of the construction cost. By combining efforts, there will also be less overall disruption to traffic on Green Trails Drive.

A draft intergovernmental agreement with the Village of Lisle for the Green Trails Drive improvement is attached for the City Council's consideration. Lisle will serve as the lead agency for the project and will manage the construction work in coordination with the Illinois Department of Transportation. Construction is scheduled for 2021.

The total estimated construction cost of the Naperville portion of the project is $88,171.83. After applying the 50% reduction from the federal funding, the estimated local share of the construction cost for the City of Naperville is $44,085.92.
