BACKGROUND:
The United States Department of Housing and Urban Development (HUD) requires the City to submit a CAPER at the end of each CDBG program year to report how funds were used. Prior to submission to HUD, the City is required to conduct a public hearing.
DISCUSSION:
The Program Year (PY) 2019 CDBG took place from April 1, 2019 - March 31, 2020. The City is required to submit the 2019 CAPER no later than 90 days after the end of the program year, however, due to the COVID-19 pandemic, all entitlement communities received a 90-day extension. Therefore, the PY 2019 CAPER is due on September 28, 2020. A 15-day public comment period and public hearing are required in advance of formal submission of the CAPER to HUD. The CAPER was made available to the public for review and comment beginning September 1, 2020. Comments will be accepted through September 15, 2020 with a public hearing to be held at the September 15, 2020 City Council meeting.
