BACKGROUND:
The Water Utilities' 2020 capital project plan includes the rehabilitation of approximately 260 manholes, 13,000 linear feet of main line sewers and 150 sewer service laterals. The primary focus of these projects is to reduce infiltration and inflow, which is leakage of groundwater and surface water into the system. The sanitary sewer manhole upper structure program is part of the Water Utilities required CMOM (Capacity, Management. Operation and Maintenance) plan and IEPA required 10-year Infiltration and Inflow Reduction Program under Naperville's NPDES permit IL0034061.

In 2017 and 2018, the Water Utilities conducted sanitary sewer smoke testing projects, which identified numerous manholes with upper structure leaks that must be repaired. The proposed rehabilitation system is a cured-in-place liner, which is similar to pipeline linings installed over the past three decades throughout the sewer system. The finished product adheres to the original manhole wall, forming a seamless liner and sealing leaks. The liner is also a fully structural rehabilitation which can withstand the stresses of winter's freeze-thaw cycles and impacts from vehicles which derogates the structure and creates openings where water enters the sanitary sewer system. Rain water entering the sewer system takes up system capacity, which contributes to sewer overflows and basement backups. The first phase of repairs was performed in 2019, with work continuing annually until all defects have been addressed.
