BACKGROUND:

The Water Utilities owns and operates two deep wells, 28 and 31. The wells were drilled, and the original equipment was installed, in 1987 and 1989 respectively. Due to motor failure of Well 28, it is currently not in service. In 2016, Well 31 was reconditioned and equipped with a new 450 horsepower motor and bowl assembly. However, due to motor failure, Well 31 is also currently out of service.

 

In June 2019, Contract 19-085 was awarded to Strand Associates for the engineering design phase of improvements to Wells 28 and 31. The value of the original contract was $83,621. Design work on Well 31 was completed, and a construction contract was awarded, to AMS Mechanical Systems, Inc on July 21, 2020. A construction contract for Well 28 is recommended for award on September 15, 2020.

 

DISCUSSION:

During the design process, several tasks fell outside the consultant’s approved scope of services as outlined in the contract.

 

 These unanticipated tasks include:

 

1.                     Detailed analysis of potential to use sodium hypochlorite as a disinfectant. The analysis revealed cost and operational concerns; therefore, the facilities were designed to use chlorine gas as a disinfectant.

2.                     Additional work on the chlorine facilities at northwest water works, which is adjacent to Well 31.

3.                     Evaluation of VFDs and soft starters for the well motors.

4.                     Design of additional sanitary sewer at the Well 28 site.

 

For the items outlined above, staff recommends approval of Change Order 1 in an amount not to exceed $59,761 and a total award of $143,382.

Engineering design for the improvements to City wells is expensed to the infrastructure account listed below as part of the capital improvement program. A total of $800,000 is budgeted for WU29 in 2020. Due to long equipment lead times, most construction for Well 28 and 31 will occur in 2021, and will be budgeted appropriately next year.
