BACKGROUND:
A portion of the SECA Grant Fund Program is dedicated to obligations that must be funded in accordance with an ordinance, resolution, Intergovernmental Agreement, or in support of fund administration. In 2016, the City Council approved the SECA Commission recommendation to change the "Existing Agreements" category to "City Obligations" and expand it to include the following non-discretionary awards:

4th of July Fireworks 4th of July Shuttles
Carillion Maintenance Century Walk Maintenance
DCM Debt Service Grant Management Software
NDP Marketing Naperville Municipal Band
NCTV17 Event Coverage NCTV17 News
Riverwalk Maintenance Special Events Coordinator

Also in 2016, the City Council assumed review/allocation authority for these items. Funds remaining after the allocation of City Obligations will be made available for discretionary funding and the annual grant application review by the SECA Commission.

DISCUSSION:
The following requests have been submitted for CY21. All requests are in line with historical spending and staff recommends approval.

4th of July Fireworks
City contribution, for the Salute 4th of July event organized by Naperville Responds For Veterans. Staff recommends approving the increase due to reduced footprint and schedule of the event which will result in significant decrease in city services expenses.

4th of July Shuttle Busses
City contribution, equal to previous years, for public transportation on the 4th of July for a new event organized by Naperville Responds to Our Veterans.

Carillon Maintenance
City obligation for annual capital repair and necessary replacement
