BACKGROUND:

On January 27, 2017, the City Manager awarded contract 17-035 to Tremco Weatherproofing Technology, Inc. (Tremco) to conduct roof inspections at 57 municipal facilities for the Department of Public Works - Public Building Operations (DPW-PBO). Tremco completed the assessment and provided DPW with a report that enabled staff to develop an aggressive maintenance plan to extend the life of the facility roofs in acceptable condition and replace roofs nearing critical condition.

 

The assessment conducted by Tremco confirmed that the roof at the Water Service Center needed replacement. The City’s architectural and engineering consultant, Legit Architects, completed the specification and plans for bid.

 

As part of MB176, DPW issued Bid 20-255, 2020 Roofing Improvements in July 2020, to replace the existing asphalt shingle roof system.  This work includes a redesign of the gutter system and front canopy to prevent water from leaking into and damaging internal building components and finishes.

Five contractors attended the mandatory pre-bid meeting. Procurement staff reached out to the other three vendors to inquire why a bid was not submitted. One vendor could not fit the project into their schedule and attempts to reach the other two vendors were unsuccessful.

 

Due to the low bid cost, in partnership with the city’s architectural and engineering consultant, Legit Architects, a contractor bid review was completed. This review confirmed L. Marshall Roofing Inc. understood the full scope of the project and verified that all project costs were accounted for in the bid submission. Additionally, the City verified the contractors performance by checking multiple references.

 

The completion date of this project is December 11, 2020.

Roofing Improvements to the Water Service Center are expensed to the Building Improvements account listed below.  This work is related to MB176, Municipal Facilities Roof Replacement, for which $225,000 was budgeted in 2020 for this roof.   The requested award is within the budgeted amount for this expense.
