BACKGROUND:

The U.S. Department of Housing and Urban Development (HUD) has directed grantees receiving CDBG funds to amend their current Citizen Participation Plan to incorporate flexibilities, suspensions, and waivers in response to the Coronavirus Aid, Relief and Economic Security (CARES) Act. The memorandum from HUD, titled “Availability of Waivers of Community Planning and Development (CPD) Grant Program and Consolidated Plan Requirements to Prevent the Spread of COVID-19 and Mitigate Economic Impacts Caused by COVID-19,” includes the changes to citizen participation requirements in the areas of Public Hearings and Public Comment Period.

 

DISCUSSION:

A five-day public comment period and public hearing are required prior to submission of the amended Citizen Participation Plan. The amended Plan was made available to the public for review and comment beginning on July 16, 2020. The public hearing will take place on July 21, 2020 with comments accepted through July 21, 2020.
