BACKGROUND:
City Council awarded Contract 19-134 to Continental Resources, Inc. on June 4, 2019 for a one-year term from June 1, 2019 to May 30, with six, one-year options to renew. The purpose of this contract is to provide support for Palo Alto firewalls, licensing and support services to the Electric Utility (Utility). Licensing and support for these devices is critical to the Utility's 24/7 Smart Grid operation.

DISCUSSION:
During the original term of the contract, Continental Resources, Inc. continued to support the Utility by providing resources for issues that came up over the initial deployment and in the following months.

Based upon the vendor's performance, the Utility would like to renew the contract for the first option year. Continental Resources has requested a substitution which includes two virtual private network (VPN) licenses not originally purchased, but later procured by the Utility, and exclude the Anti-Malware software subscription. This request was due to changes by Palo Alto Networks to separate the Anti-Malware product into a different sales team from the Firewall sales team. Staff agreed as the VPN licenses were not originally included in Contract 19-134, but found to be needed later during the deployment process. Staff confirmed that pricing would not be different.

The term of the first option year is June 1, 2020 to May 31, 2021, with five, one-year options remaining on the agreement.

FISCAL IMPACT:

Firewall upgrades are expensed to the Software and Hardware Maintenance account listed below. A total of $109,764 was budgeted for this expense in 2020. The requested award is within the budgeted amount for this expense....
