BACKGROUND:
In February 2020, the Water Utilities issued RFP 20-052 to hire a consulting firm to perform an existing facility asset evaluation, conduct a disinfection alternatives analysis and develop a facilities plan for the Springbrook Water Reclamation Center. Using the results of this project and the Phosphorus Feasibility Study conducted in 2019, the consultant will then develop prioritized 5-year, 10-year and 20-year Capital Improvement Program recommendations.

The goal of this project is to obtain improved data and detailed planning documents for comprehensive decision making for the maintenance, replacement and expansion of assets in an efficient and financially responsible way. The documents generated during the project will better position the City to respond to changing regulations and fiscal pressures in the future allowing for sustainable operations. In addition, a complete facilities plan is required to seek low interest loans from the IEPA for capital improvement projects.

As part of the RFP, the City has the option to use the services of the successful vendor for future phases.
