BACKGROUND:

Naperville Responds for Veterans was approved to host the first annual “The Salute” event Rotary Hill on July 3-4. For the past two months, the organizer has partnered with the Special Events Team to modify the original two-day celebration in accordance with COVID-19 restrictions and have decided to relocate the event to Frontier Park and reduce the scope to fireworks only on July 4, 2020 from 9:30 p.m. - 10:00 p.m.

DISCUSSION:

Frontier Park will remain open for attendees to watch the display from park grounds, however people are reminded to maintain social distancing at all times and encouraged to watch from their vehicles. For those who do not wish to attend in person, the fireworks are estimated to be 500 ft higher than normal displays which will allow people to view from a significant distance. Lastly, NCTV17 will be providing a live simulcast of the event.

No street closures are planned at this time because the fallout area is contained within the park.

In accordance with the Naperville Municipal Code, an application for the fireworks permit must be approved by City Council.  All the necessary paperwork has been filed with the Fire Department.  A scaled plan for this event is attached with the application along with the appropriate Certificate of Insurance naming the City as an additional insured.

FISCAL IMPACT:

Naperville Responds for Veterans received $157,411 in SECA Grant Funds for the original two-day event which includes City services, fireworks, shuttles, and operational expenses.
