BACKGROUND:

The intersection of Illinois Route 59 and Champion Road is located near Naperville’s south boundary line.  East of Route 59, Champion Road is classified as a Neighborhood Connector that serves the South Pointe and High Meadow subdivisions.  West of Route 59, Champion Drive is a Village of Plainfield roadway that serves the Champion Creek subdivision.

 

In 2014, the Illinois Department of Transportation (IDOT) conducted a traffic signal warrant analysis at the Route 59 and Champion Road intersection based upon safety concern expressed by residents in the South Pointe subdivision.  IDOT determined that the intersection met criteria for installation of a traffic signal and programmed the project into its capital improvement program.

 

DISCUSSION:

IDOT has been working on the design of the traffic signal for the Route 59 and Champion Road intersection over the past year.  Construction of the traffic signal was originally anticipated in 2022.  IDOT recently informed Naperville that the construction schedule has been accelerated with a bid opening tentatively planning for September of 2020.

 

IDOT requires local agencies to share in the cost of certain components of roadway improvement projects. Items requiring a local share include traffic signals and relocations of municipal utilities. An intergovernmental agreement between the City and the IDOT is required for each contract to define the responsibilities related to the local share items.

 

The attached agreement outlines the financial share and responsibilities associated with the project. The estimated cost of the Route 59 and Champion Road improvements is $1,253,000 and will be split amongst federal funds, IDOT, the Village of Plainfield and the City of Naperville.  Naperville’s estimated share of the project is $24,150.  Funds ($52,000) for the project were budgeted in 2022 in CIP Project #TC189 based upon IDOT’s anticipated schedule.  As IDOT has accelerated the schedule, funds from SC099, Street Safety Improvement Project, will be utilized from CY2020. 

 

 

FISCAL IMPACT:

CIP# SC099 (Originally budgeted under TC189 in CY2022)

 

$24,150 from SC099 will be used to fund the City’s share of the Illinois Route 59 and Champion Road improvements based on estimated costs.  Additional funds may need to be appropriated if actual project costs exceed the estimate.
