A toolkit was included in the final draft of the Housing Needs Assessment and presented at the March 2, 2020 Housing Advisory Commission meeting. It outlined 22 program and policy recommendations to address the city’s unmet housing needs.

 

Policy recommendations were divided into four categories:

                     Housing Programs

                     Regulatory/Zoning-Related Options

                     Financing Mechanisms

                     Strategic Planning

 

Each set of recommendations is further divided into three levels of complexity based on the time and effort needed to implement them:

                     Near-term (within 6 months - 1 year)

                     Intermediate and Complex (> than one year)

 

Commissioners ranked each recommendation based on two criteria:

                     Impact of Change (1-4 scale, 1= Lower Impact, 4= Highest Impact)

                     Effort/Cost to Implement (1-4 scale, 1= Most Effort/Cost, 4= Least Effort/Cost)

 

The commissioner’s scores for each recommendation and total points received for each recommendation are summarized on the attached spreadsheet. Also attached is a brief memo from S. B. Friedman discussing how the COVID-19 pandemic may impact the recommendations.
