BACKGROUND:
The other related items on the City Council agenda are:

The 87th Street bridge is located on the border of the counties of DuPage and Will, with the DuPage County Forest Preserve located immediately to the north and the Cedar Glen and Sunset Ridge subdivisions located to the south. The bridge is composed of a two-lane section, with one 12-foot lane of travel in each direction and no pedestrian accommodations. 87th Street is classified as a minor arterial with a current ADT of 10,800 vehicles.
This bridge was originally built in 1961 and is nearing the end of its design life. In 2018, staff conducted a feasibility study with preliminary analysis of alternatives to improve the bridge condition. The preliminary recommendation from this study was that the existing bridge should be replaced with a final determination upon completion of a full project development report.
To fund the project, the City applied for assistance through the Federal Bridge Program - STP-BR (Surface Transportation Program - Bridge) and obtained approval from the Illinois Department of Transportation (IDOT) to perform the project. The Surface Transportation Program (STP) is a federal program which provides funding for projects that preserve and improve the conditions and performance on various transportation facilities. STP-BR is an IDOT Bridge Program which utilizes STP funds to replace or rehabilitate deficient highway bridges or perform preventive maintenance. The STP-BR funds will cover 80% of eligible bridge costs for all phases of the project. The City of Naperville is responsible for the remaining 20% local match.

Procurement Process
Because federal STP funding will be used for the 87th Street Bridge project, a quality-based selection (QBS) process is required for the consultant selection to perform engineering services. In April 2019, the City Council approved the award of RFQ 19-023 to shortlist structural engineering consultants for future bridge projects (File #19-298). Four consultants were shortlisted from this process:

In Fall 2019, RFP 19-130 was issued to the four shortlisted structural engineering firms for preliminary engineering services and potentially future phases for the 87th Street Bridge project. A selection team comprised of staff from the TED Business Group and Public Works evaluated the proposals which were scored based upon the criteria set forth in the RFQ:

After review and scoring the proposals, the selection committee determined that Engineering Resources Associates was the most qualified firm for the 87th Street Bridge project. Following QBS procedures, staff negotiated the project scope and fee with the recommended vendor.
If approved by the City Council, the contract will be forwarded to the Illinois Department of Transportation for their review and approval. Once the contract is approved by IDOT along with the associated funding agreements (discussed below), the consultant will begin work on the engineering study.
Local-Public Agency Agreement with IDOT
A joint City-State agreement is required when local agencies are involved in projects that are financed in whole or in part with State and/or Federal funds. The resolution approving the intergovernmental agreement with the Illinois Department of Transportation for preliminary engineering services is included in Agenda Item 20-584.
Since the numbers in the current Local Public Agency Agreement (BLR 05310) are based on the draft consultant agreement (pending final IDOT review and approval), we also ask the Council to consider and approve the intergovernmental agreement and authorize the staff to revise the final consultant agreement without going back to the Council as long as the total cost in the agreement will not exceed $162,000 (maximum amount initially approved by IDOT).
Appropriation of Funds
One of the requirements of the intergovernmental agreement with IDOT is the local agency shall attest that sufficient moneys have been appropriated by resolution to fund the local agency share of project costs. Therefore, a resolution approving the appropriation is included in Agenda Item 20-583.

Engineering Services for the 87th Street Bridge are expensed to the Architect and Engineering Services accounts listed below. This work is for BR019, 87th Street Bridge over Springbrook Creek, for which $159,000 has been budgeted in 2020. The requested award is $69.63 over budget, and is accommodated by the savings in other TED projects.
