BACKGROUND:

The City of Naperville currently maintains over 460 centerline miles of roadway through the annual street maintenance program. Roads are vital to our community.  They allow goods to be transported around the City and ensure people can get to work, school, shops as well as visit friends and family.  Ensuring the road network functions efficiently and safely is a priority of the City.

 

The Transportation, Engineering and Development Department (TED) Business Group conducts two street resurfacing programs: one using state motor fuel tax (MFT) funds and one using City funds.  The resurfacing program using MFT funds was awarded in April 2020. This award is for the resurfacing program using City funds.

 

In April 2020, the Transportation, Engineering and Development Business Group (TED) issued Bid 20-005, 2020 Street Resurfacing - City, to seek a contractor to resurface and/or reconstruct various local streets. To obtain competitive bids and maximize the number of streets being repaired within the budget, staff used a combination of alternative bids to obtain project pricing. The following alternatives were included in the tiered bid package:

 

                     Alternative 1: includes the resurfacing of streets in Pembroke Common, Pembroke Greens, Century Farms, Bailey Hobson, Hobson Bailey Woods, Kimball Mill, Mews of Hobson Road; reconstruction of Gartner Road, Culpepper Drive, Huntleigh Drive and Dartford Court; and all locations in the “Project Location” special provision.

                     Alternative 2: includes all locations identified in Alternative 1 plus additional resurfacing of streets in Century Farms.

                     Alternative 3: includes all locations identified in Alternative 2 plus additional resurfacing of streets in Cress Creek and Pembroke Greens.

                     Alternative 4: includes all locations identified in Alternative 3 plus resurfacing of Washington Street.

Staff evaluated the bids and recommends awarding Alternative 2 considering the current fiscal prudence.  ADA sidewalk improvements through MP018 are also included in the contract to take advantage of the lower unit costs of sidewalk typically realized in the street maintenance program.  Those streets listed in Alternatives 3 and 4 can be delayed for another year or two without any detriment.

 

The engineer’s estimate is based on unit prices obtained from the 2018 and 2019 Street Resurfacing Programs - MFT & City.  The low bid was below the engineer’s estimate largely because the unit prices for pavement removal, asphalt binder, sub-base CA-1 and Traffic Control pay items were below the expected values.

 

The project is anticipated to start June 15, 2020 and be completed by October 31, 2020.

The 2020 Street Resurfacing Program - City is expensed to the infrastructure accounts listed below. A total of $11.5 million has been budgeted for the MIP in 2020. The requested award is within the budgeted amount for this expense.
