BACKGROUND:

The sanitary sewer manhole rehabilitation program began in 2000. The program is part of the Water Utilities’ required IEPA CMOM (capacity, management, operations and maintenance) plan and IEPA required 10-year infiltration and inflow reduction program under Naperville’s NPDES permit IL0034061. Over the past 20 years, the coating product has withstood winter freeze-thaw cycles without cracking. Water Utilities has successfully rehabilitated 1,424 manholes.

 

Naperville's proactive approach to combating infiltration and inflow (I&I) into the sanitary sewer system has yielded positive results. Since 1998, the population of Naperville increased by roughly 30,000 people or about 20%. However, the average amount of water treated at the Springbrook Water Reclamation Center decreased by roughly 18% <https://data.naperville.il.us/City-Services/Springbrook-Water-Reclamation-Center-Average-Daily/ykaz-gn83> over the same period.

 

The Water Utilities issued Bid 20-172 seeking a contractor to rehabilitate 47 existing sanitary sewer manholes, most of which are old brick or concrete block manholes. The bid specifications require installation of a non-cementitious coating to all interior surfaces including channel, bench, barrel, cone and chimney sections of the manhole. The no-dig process creates a manhole liner that seals out stormwater induced infiltration and ground water inflow.  The majority of manholes included in the bid are located north of 5th Avenue, south of Ogden Avenue and east of Washington Street.
