BACKGROUND:

City Council awarded Contract 17-085 to TranSystems Corporation in April 2017 for an amount not to exceed $1,342,673.23. The purpose of this contract is to provide design engineering and land acquisition services to improve North Aurora Road between Frontenac Road and Fairway Drive. Improvements along North Aurora Road include widening the existing three lane road to five lanes and installing a multi-use trail, sidewalks, streetlights, storm sewers and noise walls. The Naperville Township Road District shares jurisdiction of this section of North Aurora Road and is participating in the project per terms of an intergovernmental agreement. A federal grant for $6,000,000 was also secured for the project.

 

Change Order #1, in the amount of $38,275, was approved by City Council in August 2018. This change order was processed to design a noise wall adjacent to residential properties and add an additional intersection design study.

 

Change Order #2, in the amount of $25,262, was approved by City Council in October 2019.  The purpose of this change order was to redesign a significant portion of the storm sewer along the corridor to avoid relocation of an existing water main.  This revision saved approximately $350,000 in construction costs.

 

DISCUSSION:

Change Order #3 is requested to update the project construction documents to reflect the latest standards and address a potential utility conflict.  Additional details are provided below.  The proposed cost of these design modifications is $15,385.

 

The bid opening for the North Aurora Road improvement was originally scheduled for June 2020.  In February, staff was informed that the federal funding for construction of the North Aurora Road improvement had to be reprogrammed to 2021.  Due to this change, the plans, specifications, and associated bid documents need to be updated to reflect the annual revisions to the Illinois Department of Transportation’s standards.

 

In addition, a recent field excavation revealed that an electric duct bank located near North Aurora Road and Enterprise Court is buried at a lower depth than originally anticipated and in conflict with a large proposed storm sewer.  To avoid this potential conflict, the storm sewer in this area needs to be analyzed and redesigned.

 

FISCAL IMPACT:

Design Engineering Services for North Aurora Rd are expensed to the Infrastructure accounts listed below.  This work is related to SC033, North Aurora Road, for which $7.7M was originally budgeted for in 2020.  The budget was amended on May 5, which lowered the budget for this project to $700k.   The requested change order is within the budgeted amount for this expense.
