BACKGROUND:

The Water Utilities owns and maintains a 2,300 foot segment of large-diameter sanitary sewer along the West Branch of the DuPage River of which the structural integrity is threatened by ongoing erosion of the east bank of the river. While the pipe is not in immediate danger, it has been a priority of Water Utilities to stop ongoing erosion and ensure the pipe is protected for the indefinite future.

 

For context, one stretch of the bank is eroding at a rate of one foot per year, which will expose the sanitary sewer to the river within the next several years. Another section of pipe is already exposed to the channel. Due to the extensive permitting process required for a project of this type, the project was delayed for a number of years. Now that permits have been obtained, staff believes it is imperative these issues are addressed in 2020.

 

The project will be constructed in phases.  In March 2020, Water Utilities issued the first phase of the project, Bid 20-065, South Central Interceptor Stabilization and Hardening Project, to hire a contractor to restore a section of the riverbank. Limits of the project are Gartner Road on the north and Abrahamson Court on the south.  The interceptor follows the east bank of the river; work will take place on Naperville Park District and private property.

Another contractor provided a no bid response because of the current COVID-19 uncertainties and possibly not having work crews available during the summer months.

 

The low bid of $886,692 is 4.6% lower than the engineer’s estimate of $929,573. Earthwerks Land Improvement & Development is a capable contractor with a known history of successfully completing projects of similar scope.

 

The completion date of the contract is October 15, 2020.

 

FISCAL IMPACT:

Construction for the south-central interceptor sewer hardening and protection project is expensed to the infrastructure account listed below as part of the capital improvement program. A total of $4,610,000 is budgeted for WW006 in 2020. The requested award is within budget.
