BACKGROUND:

Unit 315 was reviewed and approved by the Fleet Economic Committee and Fleet Services Manager for replacement in the 2020 budget. Vehicles are scored for replacement based on four criteria: age, usage, condition and repair costs. Recommending a vehicle for replacement requires a score 28.0 or greater. Unit 315 scored 42.17.  This purchase conforms with the Fire Department and Fleet Services scheduled replacement plan for one fire truck annually (engine or ladder).  This plan, like the annual ambulance replacement plan, ensures high reliability and results in a more consistent vehicle replacement budget.  Delaying the purchase of a vehicle, will increase the required replacements in future years to catch up.  

 

DISCUSSION:

Unit 315 is a 2005 E-One Typhoon pumper engine used by the Fire Department - Operations Division to safely transport firefighters, paramedics and equipment to the scene of a fire, medical, rescue, vehicular accidents and other emergencies. While on scene, the pumper engine acts as a suppression vehicle to extinguish fire.

 

Unit 315 will be replaced with a 2020 E-One Typhoon pumper with a rescue body to serve as a rescue squad. The rescue squad transports personnel and specialty tools and equipment required for technical rescues such as vehicle extrications and confined-space, below-grade, and high-angle rescues. The Fire Department currently has one rescue squad. Unit 315 will support the Fire Department’s move towards a two engine, two squad-operation to increase operational flexibility and reduce overall vehicle acquisition costs moving forward.

 

Unit 315 will be retained as a third reserve engine. Reserve engines are used when front-line vehicles are in for service or repair.

 

The new vehicle is available on the HGACBuy Cooperative, an approved cooperative through Fire Service, Inc., Contract #FS12-17.  Using the City’s specifications, Fire Service, Inc. has quoted the rescue squad in the amount of $680,282.00; a cost breakdown is provided below.

The vehicle will be delivered in approximately one year.  Payment will be made at the time of delivery.

Fire Department vehicle replacements are expensed to the vehicles and equipment account listed below.  A total of $630,000 was budgeted for the replacement of Unit 315 in 2020.  When the budget was prepared for this replacement, the correct inflation rate was not applied and as a result the unit was under-budgeted.   Fleet Services and the Fire Department scrutinized the needed equipment for rescue operations and only included items that are an operational necessity.  Due to the delivery lead time, payment for this vehicle will need to be re-programmed to the 2021 budget. The Fire Department will adjust their 2021 request to accommodate this purchase.
