BACKGROUND:

The Transportation, Engineering and Development Business Group issued Bid 20-007 seeking contractors to perform annual street patching throughout the City.  The project involves replacing isolated sections of deteriorated pavement with hot-mix asphalt to varying depths, depending upon severity.  The strategy is typically used on streets in relatively good condition but exhibiting isolated defects.  The streets do not warrant resurfacing but can be substantially upgraded by patching problem areas.  Additionally, this project is used to install permanent patches to take care of potholes that developed over winter months. This maintenance program prolongs the life of streets, ultimately saving money.

The engineers estimate is based on the contract unit prices from the 2018 and 2019 patching programs, adjusted 5% to account for inflation. The low bid is within 2.6% of the engineer’s estimate and significantly less than the other two bids received. 

 

The completion date of this project is October 2, 2020.  

 

FISCAL IMPACT:

CIP #: MP009 - Street Maintenance Improvement Program (MIP)

 

The 2020 Patching program is budgeted to the Infrastructure account listed below.  This is related to MP009, Street Maintenance Improvement Program (MIP), for which $11,500,000 has been budgeted in 2020. Patching consists of $400,000 of the overall MIP budget.  This award will be accommodated through savings in both the crackfilling and micro-surfacing programs within the MIP.
