BACKGROUND:

In February 2020, the Water Utilities issued Bid 20-032 for rehabilitation of approximately 214 existing sanitary sewer service laterals by utilizing installation of cured-in-place pipe (CIPP).  The bid also includes installation of approximately 411 Vac-A-Tee cleanouts. One hundred of the Vac-A-Tee cleanouts will be installed in Cress Creek to facilitate sewer lateral line grouting, which will reduce groundwater infiltration.

 

Lining and/or grouting service laterals has shown to be effective in reducing groundwater and rainfall related infiltration and inflow into the sanitary sewer system. Excessive infiltration and inflow into the sanitary sewer system take up system conveyance capacity which may cause sanitary sewer overflows and sanitary sewer basement backups.

The term of the contract is from date of award through December 31, 2020, with two one-year options to extend.  The City has worked with this contractor in the past and the work has been satisfactory.

Lateral lining is expensed to the infrastructure account listed below, as part of the capital improvement program. A total of $4,610,000 is budgeted for WW006 in 2020. The requested award is within budget.
