BACKGROUND:

The Department of Public Works established CIP SL137 to fund the replacement of all existing arterial and residential streetlights with LED fixtures.  This project improves visibility and safety, reduces light pollution, reduces environmental impact through energy reduction, and provides the City with maintenance and re-lamping fee savings.  The project is estimated to save $4.56 million over ten years with payback starting after six years.

 

The LED conversion project began in 2015 and was divided into three phases.  The first phase replaced 1,727 fixtures on arterial streets and was completed in April 2015 at a cost of $590,725.  The second phase replaced 6,930 residential street lights and was completed in March 2016 at a cost of $1,525,589.

 

In October 2016, the City Council approved the award of Contract 16-269, Consulting Services for Street Lighting LED Conversion, to Christopher B. Burke Engineering Ltd. (CBBEL) for an amount not to exceed $120,521,76.  Work under this contract included the preparation of specifications, evaluation of bid responses and review of construction installations associated with the conversion of the decorative street lights and cobra head light fixtures from HID fixtures to LED fixtures.

 

The final phase of CIP SL137 began in early 2017 and involves the upgrade of 2,700 specialty streetlights (including Salem-post tops, Shepherd Crook, and parking lot and roadway lighting) with LED fixtures.  CBBEL has provided consulting support in the on-going selection and installation of the new LED specialty streetlights. 

 

In February 2020, the City Council approved Change Order #1 to the contract to add consulting services for the final phase of CIP SL137 and to review the City’s Design Manual for Public Improvements, City of Naperville Standard Specifications and Standard Lighting Details for updates to the streetlighting section.

 

 

 

DISCUSSION:

This change order is requested to provide engineering services related to the upgrade of the existing site lighting around the Municipal Center as part of MB136, Municipal Center Front Plaza and Parking Deck Repairs and Upgrades.  CBBEL will evaluate the existing site lighting, select proposed fixtures, perform proposed photometrics and create construction drawings for the upgrade. Additionally, funding is needed for further consulting services to design parking lot lighting and other specialty lighting upgrades as part of the final phase of SL137, Citywide LED Street Lighting Conversion. Total cost for this work is $45,000.

 

Based on comments received during the review of the standards and the resulting opportunities to make the streetlight system more efficient, additional funding is needed to finalize updating the City’s Design Manual for Public Improvements, City of Naperville Standard Specifications and Standard Lighting Details.  It is anticipated that the update to these standards will be complete by May 2020. Total cost for this work is $20,000.

 

CBBEL has worked with the City since 2016 and has extensive knowledge of the LED lighting throughout the City.

Consulting services for Street Lighting LED Conversion is expensed to the infrastructure and architect and engineering service accounts below.  This work is related to SL137, Citywide LED Street Lighting Conversion, for which $500,000 has been budgeted in 2020.  and MB136, Municipal Center Front Plaza and Parking Deck Repairs and Upgrades, for which $300,000 has been budgeted in 2020, for a total of $800,000. The requested change order award of $65,000 is within the budgeted amount for this expense.
