BACKGROUND:
The City operates a fleet of approximately 50 Navistar vehicles such as aerial bucket trucks, plow trucks and ambulances. The Department of Public Works - Fleet Services (DPW) is responsible for maintaining and servicing vehicles in-house using OEM Navistar parts kept in inventory. When the repairs cannot be done in-house, the vehicles are taken to a vendor for warranty repairs and service.
DISCUSSION:
This sole source is requested for a one-year term from March 1, 2020 to February 28, 2021 for the purchase of Navistar parts, certified service, and warranty repairs.
Due to warranty constraints and the proprietary nature of Navistar vehicles, certified service and warranty repairs must be performed by an authorized dealer. The original equipment manufacturer, Navistar International, has designated Rush Truck Centers as the local authorized distributor for Navistar parts, certified service, and warranty repairs in the Chicagoland area. A sole source letter from Navistar International is attached.
Rush Truck Centers has four locations under the same ownership that are covered by the agreement with Navistar International: Carol Stream, Chicago, Huntley, and Joliet. Fleet Services balances City operational need and coordinates with Rush Truck Center service locations based on that location's technician qualifications, authorization to repair other manufacturers' components on the same unit, warranty requirements, and customer support. Between March 1, 2019 and January 16, 2020, Rush Truck Centers fulfilled 150 parts orders and completed 40 repair services for the City.
